Cut the crank sensor off, remove the EVAP sensor from the top of your intake manifold, run OBDI wire harness/injectors, run a P30 ECU and call it a day.

you would actually have to run an 0bd1 p72 ecu, you will need a obd1 gsr throttle body becasue the charcoal canister connections and purge solonoid connections with 0bd1 engines.

when i BAR'd my 97 gsr motor in my 94 civic hatch, i didi all the above i listed plus got an 0bd1 intake manifold, dizzy, injectors, wire harness and a new catalytic converter.

It helped that i was running an obd1 p72 and engine harness before i decided to BAR it.

The intake manifold may not be necessary, but i know my technician checked all wiring and made sure that the computer matched the year of the engine.
So the p30 previously mentioned will not work. You will fail.

Just make sure that you tell them it is a 95 gsr motor. If they question the date stamped on the head then tell them that the previous head was damaged and replaced with a newer one retaining all the obd1 external componants.

I passed using these steps. In no way am i claiming that all the steps must be followed. This just worked for me.

To pass Ca. Ref, you need everything out of the engine compartment from the 99 GSR, including the black canister for fuel emissions. You also have to run the 99 GSR ECU. I am A certified Smog Tech, and I have an LS Ref'ed into my 91 Hatch.
