P73 ECU Problem In 96 Civic with ITR Engine

Default P73 ECU Problem In 96 Civic with ITR Engine

If my friend can get the ECU working properly he can get his car certified from the state of CA.

So we got a USDM ECU P73-A03 from 98 ITR USDM.

Now when I put the USDM ITR ECU In the 96 Civic with ITR Engine.. the motor starts and dies, the ECU is throwing a Code 14.

With the JDM ITR ECU the car starts fine, runs fine. Right now, I don't have the Crank Position Sensor Hooked up on my JDM Engine, running the USDM ITR ECU.
Just trying to start the car with USDM ITR ECU, engine starts and dies with code 14.

I tried the same USDM ITR ECU In 98 Integra GSR, same problem. Engine starts and dies and code 14. What can be wrong? Any ideas.

The wiring is proper because the JDM ECU doesn't throw any codes. That is what I have been using for some time now. But this USDM ITR ECU throws a code 14 and engine starts and dies. I tired the USDM ITR ECU in the above 98 GSR, same problem...starts and dies and throws code 14, video posted above..

I don't see a problem? Why not use the ECU that actually works?

The problem is I want to run the 98 USDM ITR ECU on the 96 Civic.
That is not working. The JDM is working fine but I am trying to help a friend get his civic running with his USDM ITR ECU.

Because in CA..the law requires it to get legal swap.

If my friend can get the ECU working properly he can get his car certified from the state of CA.
