Default P0130 issues

Ok I Have P0130 issues the code is pending my car is a 97 civic DX hatch with a 96 integra ls motor. I have got a brand new sensor in it the sensor is a straight plug in play replacement ntk brand NGK make the sensor but I drove the car for days and the ready monitors are all set but one and that is the o2 and I have a pending code for a p0130 why plzz help

Check the heater circuit. Make sure the fuse isnt blown for the o2 heater. Check the ground side. if all good try another ecu.

does anybody have a wire diagram of the engine wire harness for the o2 sensors primary and secondary sensor I have looked and looked but can't find one for a 97 civic DX and I need to know which wire is what
