overheating problem

Default overheating problem

when the gauge gets near hot i shut it off ,then ill open the hood and squeeze the upper and lower rad hoses and the upper one is hot as hell(and so is the valve cover)and the lower rad hose is not hot at all?! i was wondering whether the problem is the thermostat or the water pump?
