Default Overheating issues... Could it be because of the wrong headgasket?

I am running boost (7lbs on fmu) on a B18c block/B16 head using a B18c headgasket. I am using a 2.25" aluminum radiator with slim fan (puller). Thermostat is opening, radiator cap (1.3) is new. Stock timing.
The temp gauge will be slightly below half until about 20 mins of highway driving and then it will get to slightly above half. In the inner streets, it occasionally gets up to 3/4 and then the fan kicks on and it gets back to half. Could it be possible that I am using the wrong headgasket, or maybe the waterpump is bad?
