Default obd0 non-Vtec converted to obd1-VTEC, problem; motor stays stuck in VTEC!!

I have a 1990 Integra RS which originally is a non-vtec car. So, i figured why not add a bit more power to it by building and installing an LSVTEC engine, and make it run on an OBD1 chipped and tuned P28 ecu, converted with a BoomSlang harness.
Well, everything is all good and it runs great, other than the fact that when i want to stop driving fast/hard, the Vtec will NOT disengage.

I used to be able to just turn the engine off, and re-start it a few seconds later for the vtec to disengage, but lately it seems to have gotten worse; as in, i can no longer just switch the engine off/on to make my vtec disengage.
I have to actually turn the car off, get out, and un-plug the solenoid for it to reset.

Has anyone heard of such a thing? No one in my area seems to know, ive asked a few shops, and many of my more knowledgeable friends... I'm not sure what to do with it, lol, i need help H-T!

bump... update, i think this is def a computer issue, since i disassembled and cleaned out my solenoid today with brake cleaner and it still got stuck in VTEC... not quite as bad though. I didnt have to completely stop for it to disengage.
