OBD diagnostic connector
I recently bought a 96 civic ex with a swapped b16a3 in it. long story short it has a obd2a p73 in it running beautifully, no codes, no nothing. I went to reg it today and had to go to emissions and unfortunately it didnt pass because my mechanic said the obd connector was not communicating with the test. first thing I thought was it had a obd2-1 conversion which my last car had causing that not to communicate either, but its not. what else can it be?

More than likely you have a JDM ECU, it will never communicate with a scanner.
also why are you running a B18 ECU on a B16? It will not run beautifully, it will run rich all the time.
Search for a USDM 96-97 DelSol P30 (yes they are OBD2a but they are rare)
37820-P30-A01 or A02. The A00 is OBD1.
Or pickup a P2T and convert to OBD2b.
both ECUs will run the engine better than the P73, plus they will pass emissions testing.
BUT you may have CELs since JDM ECUs do not set CELs for emissions related items.
