NON VTEC ECU?

Default NON VTEC ECU?

My friend just swapped a obd2 99 dx motor into his 92 dx coupe because he needed a new motor. He used the stock obd1 harness, intake mani, dizzy, and alternator. He says the car runs on his obd1 ecu...but he needs a 1.6 non vtec ecu because the car kinda boggs at lower rpms. Would a jumper harness using the obd2 ecu that came with the motor take care of this issue or does he need to find an obd1 1.6 non-vtec ecu?

92 DX = P06 = 1.6L SOHC non-VTEC ECU.
