Default i need opinions on budget build !! a few bseries and a da9 story

i have a 92 integra da9.. and i smoke now at 4000rpm and up..i have right now for parts a p72 head out of 94 gsr since a piston went through the block.. and also a b16a2 that is perfect but a headbolt is stuck and we need to dremal the head of the bolt off of it to slide the head off and remove the bolt..

now what do you think? this is budget and i have parts already to do a ls/vtec if need be like vtec oil pump and oil lines etc.. also since my car is obd1 and the gsr was obd1 i have the p72 ecu to run it.. but i dont want to risk putting the head on my block if it will still smoke even though when its higher rpm i know its valve seals..

but i could do a b16a2 block since its obd2b and mount a p72 obd1 head to it.. and with a 2 layer gasket i calculated it to be 10.7:1 comp..

that would be the fastest and cheapest way i figure but im torn on what to do or if its worth it.. also i have a set of hyabusa itb's as well im going to do a diy mounting and i can chip my p71 with crome and a itb basemap

the p72 head has all the valves taken out already and the rockers left in so i guess also it might be easier cause i could do the valve seals now
