Re: Help with passing inspection
No clue since every state is different.
You need an OBD2A harness though since your chasis is ODB2A, the 99 or 00 Si will not work.

I am not an LSV expert but I would think you need an OBD2A GSR ECU. A 96-98 ex harness . This thread will tell you how to wire it
https://honda-tech.com/forums/honda-civic-del-sol-1992-2000-1/92-00-honda-engine-swap-wiring-guide-vtec-non-vtec-2987229/
especially "Mostly plug and play. Reuse VTEC solenoid, VTEC pressure switch, and knock sensor wiring. Secondary O2 may have to be extended if if doesn't reach. For B18C1 the IAB's will have to be wired on the P72 ECU (see figure 6 for OBD2A and figure 7 for OBD2B). The intake air temperature sensor will have to be relocated in the intake arm somewhere as the A2 manifold doesn't have a place for it (see figure 8). For B18C1 and C5 you can also convert over to the round style IAT and place the connector on the manifold (see figure 9 for plug style). "
once you eliminate all check engine lights take it to get inspected and if it still fails do not be afraid to ask why, get all the information on what it needs to pass.

Re: Help with passing inspection
Thanks a lot that helps , 1 more question instead of buying a whole new harness could I buy the obd2b to obd2a conversion harness ? Will that work ?

Re: Help with passing inspection
i'd wait to buy stuff until you know exactly what you need.
Im from NYS, NYC is different. In NYS its just a plug in into the obd2 port and check the monitors. No emissions besides CEL.
Did you do the swap? block? head?
Your going to need all the evap stuff (purge sol, right charcoal canister, ftps) to go with whatever computer your going to use which needs to be a stock us ecu, distributor, possibly injectors depending on what kind your using, essentially every plug on a obd2a harness needs to be plugged in besides p/s.
Idk much about lsv like what ecu (has to be vtec, p30, p2t, gsr, Itr ) but something to look for are immobolizers in the ecu. You can bypass it but it will cost ya, plus the cost of the ecu. If you bought the car your going to have to do a lot of reading.
If you live in NYC theres emissions (tail pipe sniffer) and idk what your going to do about that.
