help, idle problem....

I just swapped a b18b1 into my 92-95 civic, I'm only getting about 10-13 vaccum on it, and it's causing alot of popping in the exhaust, exhaust is VERY loud, when I get on it just little, the RPMs will hop, from like 3 to 4.
I didn't really know what to with all the vaccum stuff, like that little box thing on the top of the intake manifold, I just ran that to that little cylinder thingy on the firewall. plus there was a vaccum hose coming from that same box, I just tapped that into the intake manifold somewhere.

Can someone tell how to set the vaccum stuff for this swap? do even need that little cylinder thing? What could be causing this. it's like it's running SUPER rich. I was thinking maybe it's ignition timing, but maybe not. would timing effect vaccum that much? Any help at this point would be greatly appreciated...
