Default having problems with my b20b

The engine is in my 95 obd1 gsr. I put a stock 97 or 98 b20 in

I have a ls intake manifold, ls obd1 dizzy, ls obd1 ecu (cant remember name of it), b16 header/ls exhaust, and gsr throttle body

I drove teh car a little bit yesterday, drives/idles fine, then when I go up to 3.5k-4k rpm the engine will act like it fuel cuts or something. its not a bogging type feel, more of a drop in power.
the tach would go all crazy, and the rpm would jump up and down alot.

I talked to my friend and he thought it was the ecm in the dizzy. I swapped it out with one another friend had. not 100% thats a working unit either though.

car started up fine, and drove it a lil, then the same thing. it cuts out at ~4k rpm. usually its when i give it medium pressure on the gas pedal.

so what things should I trouble shoot. there are no engine codes but when I do have the problem with the car when its up at 4k rpm there cel goes on and off real fast. then just stays off if I drive it pussyfooted.

when I go to start teh car now, it wont even start, and the rpm will jump up even though the engine isnt even running.

could it still be a bad ecm?

thanks...
