H2B and B20vtec legality in CA?

H2B and B20vtec legality in CA?
I just read up on CA emission and engine swap threads/regulations, and it seems like I can only use a USDM engine of the same or newer year in my 2000 EJ8. Now my question is that if I get a USDM H22A4 mated up with a B series transmission with all stock (or near stock-looking) components, will I be able to pass BAR? Also, the B20vtec/lsv is pretty much illegal (only if you get caught lol) in CA because the B20 came from a SUV right?
