it could be. there are a lot of things it could be. need more detailed info to make more educated guesses.

things that you have tried, or can give us more clues. How did you check for spark? do you hear the fuel pump prime when you turn the key? can you smell gas by the injectors after trying to start it? How long has it been since you replaced: fuel filter, dizzy cap + rotor, plugs + wires? Any cels?
i was just looking for spark with a plug of. It is getting fuel because there was a leak at first. The cap was a JDM one that came with the engine. It has never been started by me before. I dont have a code reader so I dont know about codes. The plugs are also the JDM ones that came with the engine. dont know if this helps or not

ya its OBD 1 and the resistor box is in. I assume it is working but dont know how to actually check if the injectors are firing, cause I guess there can be fule pressure and them not firing
if its not working/wired wrong, either the resistor box, or your ecu will get really hot. try the screwdriver trick for checking spark. pull a plug wire and hold it next to the metal part of a screwdriver. ground the other end of the screwdriver and look for spark while someone else tries to start the car.
your valve cover has a ground. just touch the tip of the screwdriver to the wire that connects the valve cover to the body. the handle does not ground it. Also, check to make sure your grounds are all good. a weak ground can keep the car from starting.
ive pretty much had the same probably as you. first time i went to start her up nothing, no spark. I thought what next... more problems. I pulled out the multimeter and started probing, turns out it was the coil. From what ive read h22 jdm engines are almost notaries for bad internal coils and the ignitor sometimes going. Also make sure all your grounds are good, an important one is the ground by the thermostat. Good luck
