I have tried about every combo there is out there, and the best combo I have found over all (other than hondata) would be a p13 with the spoon chip. Unless you remove your secondaries the p28 is not going to be that great in that it will not activate your secondaries. This will probably be your most simple and cost effective solution to your question. If you want to get more technical in options I would be happy to discuss them.

That's what I'm running on my H22 hatchback.... custom H22A Type S program on a P28 Hondata S200. I also have a P28 chip that uses similar mappings on it, but still doesn't feel as good as the Hondata but getting close by tweaking a few things. When I get my car back from the paint shop, I'll do some more testing and post some stuff up..... possibly get some dyno time in.

do you have any dyno information to prove this? If you just have a stock engine and you aren't planing on doing any major mods besides the standard I/H/E then the stock p13 would be just as productive. The spoon chip helps if you have cams installed, but other then that it just raises the rev limiter and dumps more fuel. But if you are using a JDM p13 you might want to get it chipped to remove the speed governor.

Most aftermarket chips not only dump more fuel but have more advanced timings as well.

I am using a stock p28 now. Yes stock and although I will eventually chip it back out again down low and vtec crossover is sweet, it just doesnt have the advanced timing up top like the Chip I have does..

Its really your call. P28's are fairy cheap and the EGR code the p13 gives off can be a pain ...

and tuning is necessary no matter what you choose.....you can make good power with basically any setup, but tuning will need to be done........and there are programs that allow the IAB's to be functional with a p28 program...i personally hate the knock sensor that has to be used with the p13.....so pointless to have it......the p28 doesn't have that and it doesn't have an egr either.....and it's inexpensive...i sold my p13 and bought a chipped p28 and have yet to tune it, but it still runs better than it ever did with the p13.....i'm pretty sure i had a bad knock sensor, although a code never came up.......it would hesitate severely on the low cam, but now, it idles better, runs better, and gets better gas mileage....and i made money when it was all said and done...i'm 100% happy
