Default Gsr sedan vtec issue

To all you B series guys. Is it possible for the exhaust cam to engage vtec but not the intake cam? I am asking because i only hear a change through the exhaust and not the intake. And it kinda feels a little sluggish from when i first put it in.

unless an oiling port was clogged (scary thoughts) then no. stock gsr you're not going to notice vtec, although with after market exhaust it becomes noticable. are your iab's hooked up? cam timing correct?
