EF D15B cutout problem

EF D15B cutout problem
I have a 91 SI with a D15B swap. It is using a p28 ecu(for an automatic). All the wiring and tuning was done by a friend(the one who gave me the car). The car runs very nice, after replacing the fuel pump and fuel filter. But with sustained WOT applications the car with cutout and rpms will drop to 3500 when the car will pick up again and pull to 4000rpm and cut out again. It will do this untill I let the car drop to about 2500rpm where it seems to reset and it will pull to redline again. Then after periods of WOT it goes back into a "limp" mode. The car does not currently have a VSS. And every so often, not related to the cutting out(that I can tell) the check engine light will come on. When the light is on, it reads a VSS code but the code doesn't stay in the system. Light goes out, the code goes away. I don't really need the VSS as this ecu has had the Vtec speed check disabled. Its also a track only car-no street use. We(they guy who swapped the car and I) think that maybe a netural rev limiter wasn't disabled. Or something along the lines of a programing problem in the ecu.
If this is an ecu problem that can't easily be fixed, is there a harness adapter out there to go from OBD0 to OBD2? I believe the harness adapter in the car now is an OBD0 to OBD1. Reason I ask, I have an AEM EMS for a 99-00 Si sitting around, from my GLHS project that will not be finished, and could use that if a harness adapter can be had.
