Default ecu throwin code

I have an h22 swap in my 96 accord. It was turning over and not idling right, now it isnt turning over at all. Sounds like the battery is weak, but I took the charged battery outta my prelude and put it in my accord and it still isnt turning over. The CEL I am getting is 21. Thats some kind of valve control something.... is this the reason my engine is not turning over or what?
