Does any know where I could find a Honda EDR/ECU expert or specialist?

If the EDR was replaced, would the ECU still hold memory of the SRS , supplemental restraint system. ECU was diagnostic code tested. ABS system had battery voltage failure code. Electrical had abnormal battery voltage code. Through threads if I understand correctly SRS data can not be extracted with low battery voltage or failure?

Voltage codes are typically the result of a poor or dead battery.(though it CAN be the result of poor voltage feed to the module in question)

The SRS operates independently of the ECU. SRS codes and diagnostic issues are self contained within the SRS unit.(sometimes referred to as Air Bag Control module) Crash/Event data(not the same as diagnostic data) can only be extracted with certain engineering tools,it is typically not accessible on the repair technicians level(Though Ive read about tools online that can extract the data) There are online outfits that claim to be able to erase crash data and reset the modules. I have no experience with them however as I always replace with a new module,when necessary

The ABS is an entirely different system. If you are getting voltage codes in all of the modules I would start by checking the battery and its connections.
