Check the main relay/fuel pump? Does the fuel pump prime when the key is initially turned to ON? Does the CEL turn on for 2 seconds at the same time?

the pump turn on when u turn the key, but ifu turn the key off and turn it on again u hear no pump, and same with the cel it turn on when u turn the car on but if u shut it off and turn it on again it doesn't flash
