Code 12 EGR help

Default Code 12 EGR help

I need help with this god awful code 12 (EGR) I have been getting. I checked all the wiring I have continuity to all wires.
EGR control solenoid
A25 power
A11 ecu trigger

EGR valve
A25 power
D12 ecu trigger
D22 ground

All vacuum lines are correct the EGR port on the intake manifold is recently cleaned.

I have tested the EGR valve by applying 8 in Hg of vacuum. The valve holds vacuum and the car stalls when the vacuum is applied. I have tried road testing the car with a vacuum pump/ gauge attached to the lower port on the egr control solenoid (#16 hose) the one that goes to the EGR valve. The solenoid works and sends vacuum over to the EGR valve. I am reading around 6 in Hg of vacuum while doing this road test. I have directly jumped the egr control solenoid with power from the battery on one lead and a ground on the other. With all vacuum lines connected. During this test I can physically see the EGR valve lift when I ground the solenoid. I am reading around 6 in Hg vacuum during this test. I have even tested the CVC valve it seems to be ok also matching its recomended vacuum in the Helms manual. The only thing I can think of is one or both the EGR control solenoid and EGR valve itself are bad. The EGR control solenoid is suppose to have around 8 in Hg of vacuum. During all the test I tried I only noticed around 6 in Hg of vacuum. I tested a friends car old Accord with EGR no codes his car also only read about 6 in Hg of vacuum. Someone give me so new ideas I need help. My registration is past due and I need to take this thing to the referee CA smog rules suck.

egr lift sensor might be bad, this reads the position of the pintle when vacuum is applied to the diaphragm, in your case the valve itself works but not the sensor on top.

Interesting I had thought the same thing. But I have a hard time believing all 3 of the EGR valves I have are bad. Maybe they are I guess all I can do is buy a new one to be sure. Is there anyway to test the sensor on top of the EGR valve?

Got new EGR valve I still have code. I must have messed up on some wiring some how. I am using a modified VX harness in a DX I give up anyone have smog hook up Nor Cal?
