so i have a cel on my h22 civic ek, i have been trying to determine what it means with no luck. I have gone to a dealership and they were unable to read it because the tool didnt recognize the cel. i also tried jumping it with no luck. however, even when the ignition key is turned to the acc mode the light is on... shouldnt it only come on when the car is on?? what could this mean? the car is running a chipped p28 with a p13 program. the engine is obd2 (1997)

 

if you reset the ecu, then turn the key to the acc position without starting it first, does the cel come on solid? if so, that's the code for bad ecu (in your case, probably a bad burn on the chip).
