Can OBD2 be reflashed to OBD1 and what ECUs to run H22A?

Looking for help,
I have a 92 prelude here that has a 98 H22A in it. Needless to say it has the original F22B wiring. I am about to add the wires required for typical operation BUT the ECU is OBD2.
I am told that they had the ECU reflashed to P13 . All but one plug goes into the OBD2 ECU. And they were told it is normal. Car has not run since swap.
The other thing is they still have the OBD2 injectors which from memory are around 290cc vs the 310+cc of the 92-95.
Can you reflash an OBD2 ECU to OBD1. Other than a p13 obd1 ECU, can any other run this motor (H22A) successfully?

I opened up the ECU and there was a couple of empty sockets and a couple of resistors thrown in. I plugged it into an OBD1 B16A powered car and it ran it but with check engine light.
