I think anything that has already been released by honda/acura in the states. Must have all the smog stuff with it too.

Cali is getting harder and harder. It was supposedly true before, but I heard recently they said again no JDM engines period.
I think the basic rules are the engine has to be the same year or newer than the car. All emmissions equipment for that model year engine has to be installed and working properly. Try getting in touch with a smog ref or maybe CARB and ask them about it.
Of course there's always the shady shops that will pass you for a small fee.

i believe the engine has to be newer than the car. JDM will have a hard time passing. I recommend just pulling a B16A from an integra or something... it should pass, but in the event that it doesn't... there are always other options.
