B20z vtec asseble problem! please help

B20z vtec asseble problem! please help
Alright heres the problem, pistons in the block, along with crank and all.. rotatating the crank is no problem, but as soon as i torque down the rod bolts the crank does not spin at all. I even torqued the rod bolts to 12ft and still wont spin..and as soon as i loosen the crank spins again. No idea whats wrong =\ please any responses will help
