Default B18b ruff low idle too rich

1998 Civic DX with 1997 B18b (obd2a ecu)

Problem:
The car has a ruff idle which sometimes gets very low. You can smell gas if you're standing near the car while its running. And from looking at the plugs its running too rich. But it runs great when its not idleing and there are no Check engine lights.

Also, for some reason the car has an obd1 exhaust manifold, so there is only one place for an O2 sensor. I have the primary 02 sensor in the only hole. The secondary O2 sensor is plugged up but just laying on top of the tranny. This is what I was told to do because its only for catalytic effeciency or something like that. But could this be part of the problem?
