Default b16a swap with some problems

I bought a 1990 crx with a b16a swap already done. The car came with some problems that I'm working through.
After replacing the LMA's, fuel filter, fuel line washers on fuel rail(missing and leaking!), a broken/cracked cam gear, and a bad battery the last problem is the car won't stay running/won't idle. Drives ok but seems like its bogging. Car hits Vtec and will rev to 8200rpm
History:
Car is OBD-0, MPFI conversion. Everything was done correctly as far as I've researched.
Runs PR3 ecu
no check engine light
I have searched the topic and am torn which sensor to clean/replace first. I don't think the O2 sensors are mixed up but can double check.
I have to adjust the throttle cable to slightly open the throttle butterfly for it to even start! I also have to adjust the throttle cable to keep it idleing. I have tried adjusting the air adjustment screw(flat head screw) but does nothing to help. Intake manifold is tight. Throttle body is tight. Checked all vacume lines and they are not cracked, and seem to be in the right places as compaired to "the" chart on H-T. Spark to all cylinders, plugs look ok. Compression across the board. Charging system is working properly. I unplugged the TPS sensor and it changed nothing.
Could this be the IACV ,map sensor,egr,or the other one on the itm, can't remember the name?
Should I just replace all of them?
