Default b16a Code 16

I swapped a b16a into my 91 crx hf about 2 months ago. I have had the code 16 ever since I first turned the key. About 2 weeks ago I picked up the TPS code the same day I tried out a VTEC indicator light which I promptly removed. Performance is there through all the gears(Runs great!) but it is running rich. I failed emissions test: HC target 175ppm My car 270ppm CO target .99% My car 5.66%.

I have replaced the Main relay with OEM, switched from Bosch to NGK plugs (Bosch plugs were clean at that time)gapped at .043, timing set at 16 degrees, fuel pressure @ 40 psi(B&M regulator), new fuel filter, replaced all vac lines, I can hear all injectors click (screw driver), replaced injector seals, when I pull the plugs on injectors one at a time the car runs rough, each injector has 2.5ohms resistance, noid light lights up on all, 4wire O2 sensor heats up as soon as I turn the key, already replaced 2 month old cat with new (rotten egg smell from time to time), and I have continuity in all fuel related wires. I did find the pvc valve was plugged and replaced it with new. I've reset the ecu many times, pull both battery cables and hazard fuse and let sit for 20 minutes.

Any ideas? Like I said, car runs real strong.

i just had a CEL code 16.. turns out one of the prongs in my injector plug was a little wide and would loose contact and trip a code i just bent it tighter now i havent triped a code since

Injector plug "prongs" all look good.

they might all look good, but take a tiny flat head screw driver and make sure they are tight together. so they maek good connection..

The injector plugs are tight.
