Only place the Vin is located on the drivetrain is the green plate that is riveted to the tranny.

I wouldn't think that a VIN (US Identification) would be on a B18C.
B18C1 or B18C5 sure but not a JDM B18C.

actually the vin # is also rivoted on the block right above the oil pan

On 94-95 motors there is no vin #above the oil pan. Thats obd2 96+. Im not sure where it is for obd1. check in the back under the intake manifold or something. If its not there then it doesnt have one. Only the tranny i guess has it.

btw the vins aren't stamped on honda blocks, they are riveted on, above the oil pan and on the tranny, no where else. 94-95 motors have a vin plate also.

Because i might be buying a B18C1 longblock off somebody. And let's just say this person lives in "the not so nice part"of Jersey. I just want to make sure it's not stolen or something.I'm gonna have a cop i know run the VIN #.

94-95 engines do NOT have Vin numbers on them. Period.
You have to give your local authorities the "Block number" and they can cross reference it to the VIN number, then run the VIN in the NCIC computer.
Block numbers look like this...
B18C1
1482712 (just an example)

is there anyway to get the vin# from a 94-95 block number? how would someone go about getting the vin from a block number, is asking a cop the only way or can you look it up on the net somewhere?
