Default 93' B16 in 95' civic

Will i be able to pass BAR in california

or is that motor too old for my car?

The motor and emissions equipment must be the chassis year or newer, so in your case it would need to be a 95+ setup. Glad I'm not in CA so this rule doesn't apply to me
