so number 1 has low compression, and oil fouled plugs rather fast.
tear it down to find the cylinder wall in number 1 fubared
2 ,3 and 4 look good... number 1 is grooved up pretty good.

now, this thing being aluminum... i take it , it cant be over bored... so what do you do? im thinking new short block myself... but sleeving this one is not out of the question depending on price. not really sure which way to go.. was even thinking swapping up to a 2.2.. but not sure just yet..opinions please..

i believe it can be, but it has to be done with a special hone and would have to use oem over size pistons.

You can have it honed and bored .25mm over. Make sure you have it done at a shop with experience with FRM sleeves. I recommend talking to a shop that works on Mercedes, BMW, and Porsche motors as they have been using FRM for a long time.
