I can't believe you've never heard of 91. Let alone the fact that Cali can only get 91.
91 is most likely available in your state if you can get 93, albeit different gas stations will choose to carry either 89 or 91. IMO, 89 is a friggin joke. For $0.10 more, you get 2 octane better. Whoopty.
I'm surprised in PA that the only dealers to carry 93 are sunoco. Down here, Sunoco carries 94 octane and some of them (very rare though) have 100 unleaded.
