Default S.O.S. HELP ! ! ! Timing an H23

I have a 1992 prelude si with a h23. The valves went out on the car at about 4000 rpms so i had the head rebuilt and i just got it back together. The valves still are raping and I think it is the timing it is driving me nuts and I cant figure it out any links or info on how to time this car would be great I have rebuilt alot of civcs and integras but have never ran into this problem but i have also never worked on a H series motor before. dose the balance shaft have any thing to do with my taping noise? also all the noise is definetly coming from the top of the motor I have adjusted all the valves to spec.

To set the cam timing, you just set the crank to TDC, and check the arrow marks on the cams; they should point straight at each other.
