Default Strange ABS problem.

I have a strange problem with my Prelude. 1994 UK spec 2.3 auto.

At slow speed below 10mph (basically just as the car comes to a halt) the abs cuts in. ABS is not meant to activate below about 10mph - I think.

Does anyone know where the speed for this will be picked up? is it the wheel sensors? or the flywheel? The ABS warning light is not showing (it has in the past when there was a sensor fault).

Can I read the fault code and get any ideas?

Any clues would be good? I have got the UK's Rover 623 Haynes manual (they are basically the same cars mechanically) but it is not much help until I know what it could be.

thanks

i believe each wheel has a speed control sensor so the computer can tell if a wheels locks up
