Default Running problems

I have a 1994 Prelude Vtec Import and for a while now its been running really rich. There is a very strong smell from the exhaust and my spark plugs are blackish. I have also connected up a Air/Fuel ratio meter to it and it is running very high. It is running rich on all 4 cylinders.

So far i have replaced/Checked:

Replaced the coil, Leads, Rotor Arm, Cap.
I have check the Coolant Temperature Senor and the Intake Air Temperature sensor which seem to be ok according to my multimeter.

I havent got any air leaks as far as i am aware. My idle is around 800rpm with my lights on but does not fluctuate at all. I have no Engine Check Lights.

Mods are:

Exhaust System (Manifold Back inc De-cat)
Air Filter

Iv tried everything i know but still not running right and was wondering if anyone has any ideas??

What's your fuel pressure? Not having a cat will also affect your AF ratio...
