Default need help with fuel problem

I have a 98 lude I bought and it didn't run. I figured out that it isn't getting fuel. The pump works, but nothing comes out of the FPR. If the FPR is disconnected from the fuel rail and the key is turned so the fuel is pumped, should fuel be flowing out of the FPR? It doesn't when I tried. I even bought a new FPR (stock) and it did the same thing. I'm not sure if it has a stock fuel pump or not, but would it be possible for the pump to be pushing the fuel at such a high pressure that it would mess up the FPR? Any input would be appreciated, thanks!

Try replacing the fuel filter.

no, it's not the fuel filter. I know fuel is flowing good after the filter because I disconnected it right before the FPR, which is after the fuel filter and it came out just fine. thanks though...

So you pumped fuel all the way through the fuel rail, past all the injectors. This is silly I know but the bolt that goes into the FPR, does it have a hole in it, a banjo fitting that is, could some one be playing a joke on you, I have also seen where a friend of mine put on an aftermarket FPR and the bolt was too long, it bottomed out and completely blocked of the flow of fuel. We just grinded it down a bit and was good to go.

Do you have an aftermarket fuel rail by any chance? I once seen a 'Mr Gasket' fuel rail for a Prelude, and the hole that the FPR sits on was blanked off i.e. it was a blind hole!
We had to drill the hole out so that we could use it. Unfortunately the back pressure had already killed off the fuel pump before we discovered this

no, it's not an aftermarket fuel rail, just stock. My problem is the fuel not going through the fuel pressure regulator. It hasn't made it to the fuel rail yet.

The FPR is after the fuel rail, not before it, it holds pressure back by regulating pressure based on vacuum input to the diaphram. You may have a surge reducer before the fuel rail, I do not remember the set up in my head or if Honda uses a surge device to smooth out pressure pulses.

That is correct, the fuel rail is fed straight from the tank, via the fuel filter. The FPR is on the return line back to the tank.
