Ignition Problems, Idle Problems, and then some
I have a 93 prelude with the H22 in it. Currently I'm having some gremlin issues...
The car had a surging idle which isn't a big deal to me because the car ran fine other than the idle issue, but I'm assuming that's some sort of sensor in the TB. But the weird thing is my Battery light comes on here and there and when it does the car idles at a nice 800rpms instead of it's usual idle at like 1500. I have no clue why the battery light is coming on as I'm pretty sure the alternator is good, that or perhaps I have a bad ground somewhere.
The next is my biggest issue, the tach is fluttering like crazy I read that this was the igniter in the dizzy. The car isn't mine, but before hand it wasn't running. It was brought into a shop and they said the replaced the ICM because it was getting absolutely no spark from the coil or anything. So is this just the igniter? or do I have a bigger issue. When I hit about 4 grand the tach starts fluttering and the car starts to sputter and misfire and hit limp mode here and there.
Last issue is the temp gauge is really temperamental. Sometimes it works, sometimes it doesn't (usually doesn't). If anyone can help me with any of these problems I'd greatly appreciate it. Thanks!

It's good to see someone new who is actually able to use the English language
A good place to start is the Prelude FAQs at the top of the page, here's am Idle troubleshooting thread from there: https://honda-tech.com/zerothread?id=1979500. You probably do have a bad ground causing your battery light, I would unbolt all the grounds and clean/sand the mounting points and re-attach them.
For your tach it's sounds like you are also right about that one, get a new ignitor and see if that fixes it.
Temp gauge is probably a ground issue also....seems pretty common that once people fix their grounds it fixes their bad temp gauge.
The main grounds to check are from the tranny (right below the distributor) to the battery (or frame), the valve cover to the DS engine mount (or frame), the battery negative terminal to the frame, and the ECU ground that mounts to the thermostat housing right under where the lower longer rad hose goes into the engine.

Before you spend time looking for another igniter, definitely fix your ground problems first and check your voltage. I recently was having a grounding issue in my '97 and it sent both my temp gauge and tach off the map. As soon as I got the problem fixed, both were behaving normally. As a bonus, it might fix your idle issue too. It would probably do you best to find someone that has a digital voltage meter and test your main grounds as Hawkze suggested. You might even be able to get a store like Autozone or Schuck's to let you use one at the store (I know they do free CEL checks). It would help a lot if you could find someone who has a Helm's manual for your model and knows where every ground point is... best of luck
