Default Idle problems!!

Alright please do not flame first off i have spent alot of time trying to figure this out.. My car is idling at about 1,200 rpms and i am getting about 16 MPG. Engine is H22A4. Id like to lower the idle but cannot figure out why its idling so high, few things i have come up with are...
*Timeing is off?
*Needle valve is not adjust properly? (check below is the red zone even the right adjustment for idle?
*Vacum hoses off somewhere?
* i dont know? Just a few thoughts.
-Brand new spark plugs and wires. The car also backfires from the cat when i shift down around 2,000 rpms. Sounds cool but hurts the walllet, n e help please!?

What kind of gas are you using? Also, make sure your spark plugs are in the right firing order.. 1 3 4 2.

to set the idle the is a procedure you most follow ... It involve your idle screw if u will located on your throttle body ...

i'm sure a search on HT or google will give u a how to thread or if u can get a hold of a bible a.k.a. helms manual

your idle could be high because your IACV is clogged up witch seem to be the vavle in your picture ... I am not fimiliar with the h22a4 however

I would recommend cleaning your IACV and your FITV ( Fast Idle Thermo Valve) assuiming the h22a4 has one (it should be located underneath the throttle body area) and then setting your idle following the procedure I mentionned.
