you have a vaccum leak.

Assuming you have turned the TB screw in all the way.

What do you mean by rough idle?

Does it shake, vibrate, or just have the high idle?

Sounds more like a timing issue, or all your spark plugs arent firing.

A video would help you out more.

What I want you to do, is go out side start your car, and pull the spark plug wires 1 at a time and replace it and do it for all 4. Look for changes in the motor when you pull the wire.

Your looking for nothing to happen when you pull a plug, that would indicate that one cylider is not firing, perhaps 2.

Do you install the plugs in the right order?

New rotar too. The spark should be present if you have it on all other cylinders. Try and switch the plugs around.
