how often to replace...
I've always put NGK plug wires on my cars from O'Reillys (I don't know if thats a chain across the country or not) for like $49. I've been happy with them, but OEM is great too.
my thinking says Cap and rotor don't matter - they aren't rebuilt when you buy them at an autoparts store, they are brand new - and not complex parts.

i'd just get original honda parts (wires) and either NGK copper plugs or Iridium if you want durability.
IMO stock Honda ignition wires are quite good and don't need upgrading unless you have one hell of a buildup.
