Depending on your money supply. You can always go with the obvious i/h/e. Just to help you out thats intake, header, and exhaust. But please dont post which one to get do a search. Topics have been covered thousand times over. IMO though AEM intake. Comptech header and Apex N1 catback. thats my setup i like it. There is also the smaller mods such as short throw shifter (sts). etc. GOOD LUCK!!!

You should probably tell us which model prelude you have. S or SI? If you have an F22, you might also ask people in the accord forum. For starters, you might remove your PS belt. Free hp and costs nothing.

Power Steering belt...You won't beable to turn as easy, but it frees up a little horse power....

is it worth it to sacrifice the handling for speed?

you only really need power steering while moving around parking lots and at slow speeds... but you can do without it , a little tougher to turn, but once you get going its easy moving so i dont think the handling goes down that much

Some people on the drag racing forum will sacrifice safety for speed. They're taking out bumper supports from the front/rear/doors just to go a little bit faster.

If you have an F22, I'd say it's not worth it to mod besides a small nitrous kit or turbo. All the bolt ons you can get and you might be faster than an SI and not be able to touch a vtec.

do an engine swap!!!! You can put a JDM H22A engine in and have some nice hp. 200hp & 161 lbs of trq. cost can get up to $4k all in all.

If you have an Si H23a just keep your car and dont worry about doing an engine swap, The H23a is a great motor if you know how to tune it and add mods that respond well with each other. If i can run 14.6 on street tires with Intake, Header, Test Pipe, Exhuast along with easy tuning I dont see why yours wouldnt run just as well. Take time to research what ever motor you have because a lot of your power will come from freeing up horsepower it already had. but that is my opinion... Good Luck
