First of all turning caps off will help your vtec work. You could have damaged the pickup on the inside causing low pressure which will keep vtec from working. Make sure there is enough oil in the car and test the oil pressure with a test kit or take it somewhere and have it tested. Oh and the totally obvious, if you have a cel get that taken care of first.

Caps lock.

If you are throwing a code for the knock sensor then you WILL NOT have vtec, replace the knock sensor. Have fun since they're kinda in a tight spot and cost around $150.

my h22a didn't come with a knock sensor but i still pined it out from my p13ecu along with my vtec an pressure switch that didnt make a difference before ... i bought one from ebay so i can turn off the cel too pass smog last year about a month later it went out but even so still had vtec so that wouldn't make a difference on an obd1 i would think....

Well, get that CEL checked out and fix the problem. I'm pretty sure once you fix the problem for the CEL, VTEC will work. I know you said it worked before you damage your oil pan, but just get the CEL problem fix. Who knows it'll fix it or not; anything can happen.

OBD1 H22a's have knock sensors, if yours didn't come with one then whoever sold you the motor screwed you out of an expensive sensor.
