engine tick video inside plz help
i fugred a vid would help out alot more.
the whole bottom end is rebuilt. so im thinking maybe bad valve?
or lifter?also when this noise started happening i noticed i was also burning oil through the exhaust

why dont you rev it up and see if it goes away.
Lift the valve cover and inspect, if it bugs you enough then lift the cylinder head and inspect .. that is if you can do it yourself ( I remember you went to Honda for a valve adjustment, maybe they messed up. )

when its reved up it doesnt go away but is less heard cuz of other engine noises. i took it back to them and said hey i think u guys ****ed up and they said no it could be blow by wich isnt possible fully rebuilt bottom end or valve seals idk they r dumb

Who rebuilt it ? .. Do they have experience, or was it a back-yard deal ?
At this point it could be either the head or the block, or a combination of both.
Take it to someone who knows how to diagnose problems like these, then go from there. You can not diagnose something like this over the internet without actual physical inspection.

If its a bad valve, or a bad seal on the valve, it would show up when doing a wet/dry compression test, and a leak down test. If you havent done those tests yet, do them, instead of just guessing, and get back to us with numbers.
