engine build
If you have to ask any of those questions, the answer to the last one is more than likely "no". (It is actually a flat out "no" but I was trying to be be devastatingly crushing right off the bat.)
A little more detail would be nice though. So:
Worth it to build an engine for what exactly? What is your goal? What engine?
Engine building isn't a cheap hobby. Hell, just re-building an engine isn't cheap. A base figure to start with when building an engine is; expensive, and only goes up from there.
I don't know, CAN you build it yourself? What is your level of competence with I.C.E. theory, hand tools, measuring tools, blueprinting, and detail intensive work? In a Honda engine, a thousandth of an inch is a mile, and if you make a mistake, it will be hellishly expensive to fix. Are you able to commit the time and money to do it right?
Think really hard about it before you start pulling things apart. Everyone is a little scared at first, but if you have a solid understanding of what you want to do, what you have to do to get to where you want, you can do it.
If you're trying to make the leap from "hey, I filled my washer fluid all by myself today" to building a reliable 500HP turbocharged monster in one leap, you need to slow down and learn to walk before you...fly.

Honestly for a beginner its not all to hard to swap in a jdm engine. There are many reputable suppliers to source one through. Really all you need for the most part are basic hand tools and a good set of sockets.
Wiring, and vacuum lines will be you biggest issue. Once everything is plugged in you should be good to go. I suggest having someone with some experience over your shoulder while doing it. But can be done over a weekend by a novice.
Just replace water-pump,gaskets and seals. Check the valve lash, and compression. Then do a couple oil changes the first few days of driving, it wiill last years if not abused.
If your on the west coast i suggest HMO.

If you need to repair, rebuild, or swap in a new engine then the answer is no.
What engine do you have? You can just add a turbo, tune and drive. Just dont expect big HP number as you would if you did build the bottom end. But building bottom ends isn't cheap, expect to drop several grand into it.
