Default electrical problem

i just bought my car off a co worker, his son owned it and his son decided to leave state and goto school, well about 6 months before he left he rear ended someone and got all the damage repaired, but it seems there are still a few problems with the car that have me stumped on why,

1. the brights do not work, the normals work and when i turn the brights on the lights just shut off

2. 3 of the 4 blink lights work, the rear passenger blinker works, heh, i checked the bulbs and they dont look blown

3. the dome light doesnt work but thats not big on my list of repairs

4.the pop up headlights will not go down, i think its just a relay but my Chilton will not say what relay it is.

and help is appreciated

-Smok

--edit: its a 1991 prelude SI 2.1 liter vtec forgot about that

You might have a pinched wire or something that's causing a short somewhere. DO you have a test light with you.....just start randomly checking wires - there's really nothing i can say. You'll definately learn something from this experience though.
