Are you sure its the right wire plugged into the harness, from the ECU. Not to sound like a dick of course.

I'd the same problem with my 95' H22, and I'm from the North which I'll have to do aircare (emission control thingy in Canada). The CEL came on after 2-3 minutes of drive and it's the EGR code 12. I went on the highway trying to give it some go, which it's totally fine. But the CEL would fail me from aircare.

So, I got home, pour in some seafoam from the pcv hose (about 1/3 pin), then wait 10 minutes. Let it suck in another 1/3 pin seafoam, wait another 15 minutes. Then drove the car to grocery shopping, no more CEL. Went through aircare and have an early pass. Amazing eh ! I can't believe it myself, but it does work magic on my H22 here in Canada. No drilling ports, no egr removal, no new gasket. Easy fix !

I've never endorsed the idea of using seafoam or anything like it.

OP: Sounds like you either have a break in the wire somewhere, or you're just not getting enough lift (or the lift sensor is bad).

Maybe the replacement valve you got was used and just as dirty as your old one??? Try cleaning the valve itself.

Also, just for future reference, cleaning the EGR ports out does not fix code 12. Although a good thing to do, clogged ports have no effect on the egr valve itself.
