Default clutch problem

i have a jdm h22a in a 92 prelude. well i need some advice on my clutch. the problem is that my shift engagement point is towards the bottom of the clutch! meaning i have to put my whole foot down to engage it. how can i pick the engagement point a bit higher? i tried bleeding it but its the same thing. the slave and master cylinder are brand new, but the clutch still engages way to low to the floor. im short so its kinda difficult. the clutch is used but it still had meat on it. help! oh kinda remembered that when we installed the master cylinder...we didnt put that plastic gasket on it. does that matter?
