they can be, but there isnt a tuning software that supports them fully. So unless you know how to manipulate HEX coding, you wont be tuning a p13.

they can be chipped, a few companies have roms out there for the jdm p13s, i've used the spoon ver1 rom for the p13 and it seems pretty good, not sure if it does much, but it puts out a pretty smoooth AFR curve on the dyno, and allows you to spin up to 8500 rpm, so i can definitely say, that one in particular is not bad, just nto sure how much better it is
perfect for someone who wants to keep a stock ecu, and run an aftermarket valvetrain and cams. nothing too aggressive, so an afc or emanage would be enough to tune the fuel. and u can push past the stock redline to take advantage of said cams.

yep, but depending on locality, good tuners may be hard to come by, if i had to pick between a questionably tuned p28, vs a chipped p13 w/ afc, i would go the afc route

ur ecu can be running in limp mode for several reasons, but the ecu can be reflashed, by replacing the rom chip, i've done it several times

make sure the chip was placed in the socket correctly and that the map was actually burned onto the chip. Sometimes errors can occur in the burning process where the whole map is not uploaded.

Well 3 well known tuners have tried and they all failed. I won't say their names but they burned a H22A base map, on the chipped that came with it. That did not work so they re-chipped it with a H22A basemap, and it did not work either. You can not read codes by jumping the ECU also!

Ive never had any issues with making bins and running them on a p13. I've done it many of times.

this is true, however cut and copying values onto say a p30 base, works just fine, allowing more options. i wouldn't recommend ppl to do this unless they have an idea of what they are doing, or you could make things worse.
A eeprom with a base-map and a trip to a dyno really is the best thing you can do. its also very cost effective in my opinion.
When ppl cant go to a dyno but they want inprovments, i normally can find a tuned bin from someone that has already gone to the dyno, having a similar setup obviously. works well. not perfect, but better then guessing or running some name brand bullshitt.
