What engine do you have? What are your tuning options? What state do you live in? This is important since the laws vary from state to state, and members in your state may have some insight as to internal engine modifications and complying with the law.
I will say this: sometimes camshaft upgrades can cost you horsepower if you choose the wrong one or fail to tune correctly. Camshaft upgrades can cause catastrophic engine failure if not installed correctly and clearances are not checked. Camshaft upgrades can, in some cases require a couple grand to do correctly, while in other cases may only cost a few hundred. In the end, generally stock bottom ends with camshaft upgrades in NA Hondas is a lot of money for a little WHP... which for some folks is worth it. If you like "bang for the buck" get a wet Nos kit and run a 50-75 shot when you want to. If you want more consistent power delivery, consider a turbo set-up. If you are patient you should be able to source a decent used kit for a little more than a set of good cams properly tuned and installed costs.
