you don't "need" a camber kit until you hit -3.5 degrees or so of camber. camber doesn't kill tires, toe does.
you might need a camber kit to even out camber from side to side, sometimes the differences b/w left and right can be pretty drastic.
camber kits exist for performance reasons, not tire economy.

Yes this is true, I have an '98 prelude base lowered on Neuspeed racing springs (2.5") and don't need a camber kit, my caber is dialed in at -1.7 degrees at all four corners yet my toe is 0. My tires wear evenly no problem. What I did was buy a 3 year alignment at Goodyear ($99) and go in every 4 months to make sure my toe is fine. Out of spec toe will cause your tire to where on the inner edges real bad though. Since the front camber kit is only an adapter (like the short shifter, wtf) you'll have serious clearance issues if ur sporting big rims and lowered (I run 18s) with a camberkit. Take it from me the lude can be dropped pretty low without serious camber issues (not like some civics I see that look like the DeLorean on Back to the Future 2) but remember toe is the key.
